The Senior Manager, Contract Manufacturing Operations leads six core functions supporting outsourced manufacturing: CM Planning, Buying, Procurement Engineering, Manufacturing Engineering, Supplier Quality Engineering, and Project Management. This role provides strategic direction, drives cross-functional alignment, ensures CM readiness, and governs all operational, technical, procurement, quality, and reporting activities. A central responsibility of this role is to build strong, collaborative, and trust-based relationships with Contract Manufacturers (CMs) to ensure operational stability, transparency, and continuous improvement.
Work Location: ONSITE – Pasir Gudang, Johor Bahru.
Key Responsibilities:
Leadership & Functional Oversight
Lead and coach teams across CM Planning, Buying, Procurement Engineering, Manufacturing Engineering, Supplier Quality Engineering, and Project Management.
Set goals, performance expectations, staffing plans, and capability development across all six functions.
Ensure cross-functional alignment, clear communication, and standardized processes across CM operations.
Strategic Relationship Management with CMs
Build and maintain strong long-term relationships with CMs to support alignment, trust, transparency, and operational excellence.
Lead Quarterly Business Reviews (QBR), on-site visits, joint improvement initiatives, and strategic capability discussions.
Serve as the executive escalation point for issues impacting delivery, quality, cost, engineering changes, or material readiness.
Partner with CMs to ensure capacity readiness, risk mitigation, responsiveness, and future scaling needs.
CM Planning & Supply Continuity Governance
Oversee CM production planning, capacity alignment, and supply commit processes, ensuring accurate supply plans and proactive risk management.
Ensure CM schedule adherence and on-time delivery (OTD) performance, including recovery planning for shortages or delays.
Govern consignment inventory, replenishment accuracy, cycle counts, and inventory risk reduction.
Optimize inventory levels to prevent shortages while minimizing excess and obsolescence.
Procurement, Buying & Strategic Sourcing
Oversee sourcing and procurement for mechanical build-to-print parts, OEM items, commercial parts, and consignment materials.
Lead supplier negotiations, cost modeling, commercial term improvements, and long-term cost reduction strategies.
Govern PO accuracy, delivery compliance, shipment readiness, and supplier responsiveness.
Support supplier qualification, onboarding, and capability assessment initiatives.
Manufacturing Engineering & Technical Operations
Ensure Manufacturing Engineering supports CM builds through tooling validation, test setups, process approval, and troubleshooting.
Oversee NPI readiness, engineering transfers, validation builds, and technical issue resolution at CMs.
Govern implementation of ECO/ECN changes and Supplier Suggested Changes (SSC).
Drive cycle time reduction, tooling improvements, process optimization, and standardization.
Supplier Quality Engineering & Compliance Leadership
Oversee supplier audits, process capability reviews, FAI/PPAP submissions, and incoming quality processes.
Govern Corrective and Preventive Actions (CAPA), containment actions, and systemic quality improvements.
Ensure CM compliance to quality standards, documentation, calibration practices, and inspection controls.
Strengthen supplier/CM qualification processes and quality risk management.
Project Management, Scorecard Governance, SiOP & CIP
Oversee creation, accuracy, and reporting of CM scorecards measuring quality, delivery, cost, and service levels. Manage and drive SiOP
Ensure dashboards, internal reports, and executive summaries meet leadership expectations.
Govern CIP (Continuous Improvement Plan) across all functional areas.
Drive cross-functional project tracking, milestone execution, and CM performance improvement actions.
Any other duties as assigned.
Qualifications & Competencies:
Degree in Engineering, Supply Chain, Manufacturing, or Business; Master’s degree preferred.
Minimum 10+ years of experience in manufacturing, supply chain, or operations, with at least 5 years leading multidisciplinary teams.
Deep experience managing Contract Manufacturers or outsourced production environments.
Strong leadership in planning, procurement, manufacturing engineering, supplier quality, and operations.
Excellent communication, influencing, negotiation, and relationship-building skills with CM partners.
Proficient in ERP/MRP systems and operational reporting tools.
Knowledge of Lean, Six Sigma, or continuous improvement methodologies.
Willing and able to travel internationally (around 40–50%) as required.
Desirable Skills:
Experience in mechanical/electromechanical or high-mix manufacturing environments.
Strong capability to interpret engineering drawings and quality documentation.
Advanced proficiency in Excel, Power BI, Tableau, or performance management tools.
