The Trade Compliance Specialist ensures adherence to Mexico's IMMEX program and Annex 24 regulations by managing automated inventory control systems, reconciling import/export data, and maintaining compliance with customs and tax laws. This role is pivotal in safeguarding the company's IMMEX certification and optimizing cross-border operations.
Key responsibilities include:
Annex 24 Inventory Management: Support to maintain the automated inventory control system as mandated by Annex 24, ensuring accurate tracking of temporary imports, exports, and material consumption. Regularly reconcile inventory records between the Annex 24 system and Oracle to ensure consistency and compliance.
Support to create required reports, including import/export logs, Bill of Materials (BOM) analyses, and discharge reports, in accordance with Annexes 24 and 30.
Ensure all temporary imports are utilized or exported within the stipulated timeframes (e.g., 18 months for raw materials), and manage the proper classification and disposal of scrap or obsolete materials.
Maintain readiness for audits by the Servicio de Administración Tributaria (SAT) by ensuring real-time data accuracy and providing system access as required.
Work cross functionally to facilitate smooth import/export operations and address any compliance issues at the facility swiftly.
Key attributes:
In-depth understanding of Mexican customs laws, including recent amendments to Annex 24 and related regulations.
Ability to meticulously manage inventory records and ensure compliance with all regulatory requirements.
Proactive in identifying and resolving compliance issues to prevent potential penalties or disruptions.
Enter Responsibilities/Essential Duties
•Trade compliance specialist is responsible and accountable for implementation of trade compliance regulations and policies globally. Trade compliance specialist has an authority to approve or hold import/export transactions, and block transactions, that are not in compliance with global or local trade compliance laws, regulations or policies.
•Provide assistance and back up to Haemonetics GTC Supervisor on all trade compliance related programs, projects and operations.
•Classify goods, software, data, and technology for import/export transactions. Maintain Haemonetics foreign trade data classification approved databases, including HS codes, Country of origin, ECCNs, license determination, and other applicable foreign trade data. Create and maintain a lean process for classifying products and parts. Accountable for complete and correct classification and record keeping supporting correct foreign trade data in Haemonetics databases and on export/import documentation.
•Screen transactions and parties against proscribed party lists, end user, end use, be able to identify transactions with sanctioned and embargoed parties and destinations, request appropriate licenses, and escalate non-compliant transactions to a global trade compliance manager.
•Determine government agency regulatory requirements to import/export goods, software, data and technology. Facilitate obtaining import and export licenses and permits. Ensure products have proper regional government agencies data and authorization for export/import clearance. Track shipments and assure proper customs clearance.
•Generate reports that monitor and measure applicable trade compliance KPIs.
•Evaluate and implement trade compliance automated solutions.
•Work cross-functionally with internal departments, including logistics and transportation, procurement, legal, quality, regulatory, service, finance, sales and marketing. Support relationship with transportation/freight forwarding service provides, including domestic and international suppliers.
•Assist with Customs and other government agency inquiries, support audits. Maintain knowledge of global trade compliance government regulations and updates. Report all violations to a Global Trade Compliance Manager.
•Contribute to Global trade management IT projects implementation.
•Support import/export programs implementation and corrective actions.
•Conduct and document Free trade agreement and country of origin analysis.
•Update and release import/export Wis.
•Implement import/export clearance process and procedures globally.
•Oversee compliance with requirements of global customs authorities and other regulatory agencies regulating imports and exports, including but not limited to FDA, BIS, OFAC.
•Implement recordkeeping process for Haemonetics export/import item data, transactions and party screening.
•Participate and contribute to internal and external trade compliance and supply chain security, address violations and corrective actions.
