Purpose

As part of our global trade compliance transformation, PerkinElmer is seeking a Manager, International Trade Compliance – China to lead our International Trade Compliance (ITC) initiatives in the Great China region. This role is pivotal in ensuring adherence to global and regional trade regulations, optimizing cross-border efficiencies, and enhancing our compliance maturity model. The ideal candidate will possess a deep understanding of China trade laws, a strategic and tactical mindset, and the ability to drive cross-functional collaboration.

This role carries high regulatory accountability with direct report to the ITC APAC Lead is working cross-functionally with Supply Chain, Manufacturing, R&D, Regulatory Affairs, and Commercial teams.

Responsibilities

Key Responsibilities:

Operational Execution & Risk Management

  • Secure cross-border daily movements
  • Are 2nd line of contact for customs brokers to resolve border clearance issues
  • Implement the import/export clearance procedures on the ground
  • Manage the full cycle of export/import licences and permits
  • Approve manual invoices (eg R&D)
  • Are able to determine HTS, ECCN, SPL and CoO as regional back-up for the Delivery Center
  • Monitor border financials (duties, VAT, indirect taxes)
  • Are 1st line of contact for Trade Compliance authorities
  • Secure record keeping of import/export package
  • Manage customs brokers’ performance on a monthly basis

Compliance Deployment & Regulatory Expertise

  • Monitor and interpret China trade regulations, ensuring timely updates to internal stakeholders.
  • Deploy compliance with import/export laws, including classification, valuation, origin determination, export controls and sanctions.
  • Drive local audit preparations, regulatory responses, and corrective/preventive action plans (CAPAs) with oversight from ITC APAC Lead
  • Support the ITC APAC Lead with specific cross-region strategic projects

Policy, Procedures & Controls

  • Design, implement, and maintain local SOPs, aligned with the global and regional ITC framework and with oversight from the ITC APAC Lead
  • Support the group Director of Compliance and the ITC APAC Lead maintain the Group Trade Compliance Program
  • Execute internal controls, self-assessments, and audits per SOPs,
  • Ensure rigorous reporting to the ITC APAC Lead and resolution of compliance developments.

Training, Culture & Network Leadership

  • Support the APAC ITC Lead with the design and deployment of our local ITC training program across functions and sites.
  • Support the APAC ITC Lead with animating the ITC Advocate Network across the Great China region.
  • Promote compliance awareness and ownership beyond the core ITC team.
  • Basic Qualifications
  • Bachelor’s or Master’s degree in International Business, Supply Chain, Law, or related field.
  • Minimum of 8 years of experience in global trade compliance, preferably in the life sciences, medical device, or manufacturing industry.
  • Strong understanding of China import/export regulations and tariff regimes.

Preferred Characteristics

  • Demonstrated ability to translate legal frameworks into operational controls, working across supply chain, finance, and R&D
  • Strong communication, problem-solving, and project management skills
  • Fluency in English
