PerkinElmer is seeking a Site Purchasing Manager to oversee the procurement activities for PerkinElmer's manufacturing site in Singapore. This role involves managing supplier relationships, negotiating contracts, ensuring the timely and cost-effective procurement of materials, and aligning purchasing strategies with the company's objectives. The ideal candidate will have strong negotiation skills, extensive experience in procurement within a manufacturing setting, and the ability to drive continuous improvement in the purchasing process.

Responsibilities:

Leadership Requirements

  • Lead and mentor a team of international sourcing professionals, setting clear objectives, priorities, and performance standards.
  • Foster a high-performance culture built on accountability, collaboration, and continuous improvement.

Cross-Cultural Experience

  • Drive organizational value creation by cultivating a cross-cultural supply base ecosystem.
  • Strengthen collaboration, resilience, and a global mindset across sourcing operations.

Procurement Strategy

  • Develop and implement purchasing strategies aligned with company goals and objectives.
  • Identify opportunities for cost savings and process improvements.
  • Monitor market trends and adjust procurement strategies accordingly.

Supplier Management

  • Identify, evaluate, and develop relationships with suppliers to ensure reliability and quality.
  • Negotiate contracts, terms, and pricing to secure competitive agreements.
  • Monitor supplier performance and address issues related to quality, delivery, or compliance.

Cost Management

  • Develop and manage the purchasing budget, ensuring cost-effective practices.
  • Conduct cost analysis and benchmarking for competitive pricing.
  • Implement strategies to reduce procurement costs while maintaining quality standards.

Inventory Management

  • Collaborate with production and inventory teams to maintain optimal stock levels.
  • Monitor inventory and coordinate timely replenishment.
  • Implement effective inventory control systems.

Quality Assurance

  • Ensure all purchased materials meet required quality standards and specifications.
  • Work closely with quality teams to address supplier-related quality issues.
  • Develop and maintain procurement quality assurance procedures.

Compliance and Risk Management

  • Ensure compliance with local and international procurement regulations.
  • Identify and mitigate supply chain risks.
  • Maintain accurate records of procurement activities and supplier agreements.

Team Management

  • Lead and develop the purchasing team through guidance, feedback, and training.
  • Conduct regular performance reviews and promote professional development.
  • Ensure the team is equipped to perform effectively and meet business goals.

Reporting and Analysis

  • Prepare and present regular reports on procurement activities, costs, and performance metrics.
  • Analyze data to identify trends and improvement opportunities.
  • Provide actionable insights and recommendations to senior management.

Cross-Functional Collaboration

  • Manager and Work together with Johor/ Singapore plant suppliers
  • Interact and collaborate with Tai Chang, US R&D and other sites where required
  • Collaborate with production, engineering, finance, and logistics teams to support business objectives.
  • Participate actively in cross-functional projects to drive operational excellence.

Basic Qualifications

  • Bachelor’s degree in Supply Chain Management, Business Administration, or a related field.
  • Minimum of 10 years of experience in procurement, preferably within a manufacturing environment.
  • Strong negotiation and contract management skills.
  • Excellent understanding of supply chain management principles.
  • Proven ability to manage supplier relationships and drive performance improvements.
  • Strong analytical and problem-solving skills.
  • Proficiency in procurement software and Microsoft Office Suite.
  • Fluency in English and Malay; additional languages are a plus.
  • Professional certification (e.g., CIPS, CPM) is preferred.
