The purpose of the role is to lead the P3M capability with the Sector. This role will be responsible for the P3M Capability across the Sector and will focus on driving performance through excellence in standards.

The role will be responsible for the improvement in competency of our P3M professionals across the Sector through recruitment, training and ‘One QinetiQ’ method of Project Delivery enabling successful execution of Projects/Programmes delivering predictable outcomes.

This role will work closely and in collaboration with the Sector Head of Governance & Assurance, Sector Controls Lead and Group Programme Excellence (PE) to ensure compliance and build collective leadership confidence in the Sector ability to deliver on contract customer projects and programmes with predictability.

Key Accountabilities

  • Develop the P3M capability strategy for the Sector and provide wider strategy input into the Sector and Group.
  • Lead the P3M capability within the Sector to ensure it can meet the delivery strategy with the appropriate SQEP, competency, capability and experience.
  • Provide P3M subject matter expertise, coaching and mentoring to drive improvements in project management excellence.
  • Provide thought leadership to explore and challenge existing practice and culture to develop alternative innovative interventions and create an environment of Continuous Improvement (CI).
  • Nurture a culture of ownership, empowerment and psychological safety with in delivery teams to drive a “Team of Teams” approach to project execution.
  • Responsible for the overall discipline management of Project and Programme manager resource across the Sector, also to ensure that forward demand requirements are met.
  • Overall responsibility for P3M capacity, in collaboration with the IDTs for driving recruitment, redeployment as required and headcount management.
  • Leading early careers for Project Management within the Sector.
  • Coaching and mentoring people to be effective managers and leaders to drive more effective performance in role.
  • Support the development of the external profile of QinetiQ as a professional project organisation.
  • Conduct Programme Excellence (PE) Assurance activities as required (2nd Line).

  • Human Resource Management; supporting functional teams (including HR) to develop and manage our people in line with legal requirements and QinetiQ policy.
  • Expert knowledge of Project management, latest ideas, trends, processes and tools.
  • Able to present both internally and externally at conferences, leadership events and channels.

Experience & Qualifications

  • Able to lead on PM initiatives across the Sector as needed.
  • A background in project delivery management and functional management at a senior level for a large PLC/ Government Organisations or consultancy.
  • Strong programme and project management skills.
  • Confident and articulate with well-developed communication, facilitation and presentation skills.
  • Able to quickly establish personal and professional credibility, influence, negotiate people and drive change
  • A creative strategic thinker focused on delivering results.
  • Able to operate at a Sector leadership level.
  • Chartered project professional or equivalent project management qualifications desirable
  • Core competencies will include:

    • Experience in the delivery of complex projects and programmes.
