Senior Manager of EHS and Facilities

Environmental Health & Safety
Own and continuously improve the site's EHS compliance program, including EPA/OSHA regulatory adherence, chemical hygiene, and MSDS management
Manage hydride and toxic gas monitoring systems critical to III-V compound semiconductor processes
Administer the Laser Safety Officer (LSO) program in accordance with ANSI Z136 standards
Drive EHS training, certification, and a culture of safety across all manufacturing personnel and shift teams
Ensure EHS coverage and incident response capability is maintained across all shifts, including nights and weekends
Cleanroom Operations
Oversee management of cleanroom environments in support of front-end and back-end wafer fabrication
Enforce contamination control protocols, gowning procedures, and periodic cleanroom audits
Maintain cleanroom certification and drive continuous improvement in particle monitoring and environmental performance
Facilities Engineering & 24/7 Operations
Lead and develop a multi-shift facilities team structured to provide continuous, around-the-clock coverage of all site utilities, cleanroom systems, and safety infrastructure
Establish shift staffing models, on-call protocols, and escalation procedures that ensure rapid response to facility alarms, utility excursions, or unplanned outages at any hour
Manage all critical facility utilities including specialty gas delivery, DI water systems, compressed dry air, HVAC, and UPS/power redundancy infrastructure
Oversee exhaust and point-of-use abatement systems for hazardous process byproducts
Ensure N+1 redundancy and uptime targets are met for all life-safety and production-critical utilities
Define and enforce shift handover procedures, operational logs, and communication standards that maintain continuity across a 24/7 operating environment
Capital Projects & Facilities Expansion
Own end-to-end project management for facilities additions, tool installations, cleanroom expansions, and utility infrastructure upgrades — from scoping and budgeting through design, construction, and commissioning
Develop and manage project schedules, capital budgets, and resource plans, ensuring on-time and on-budget delivery with minimal disruption to ongoing fab operations
Serve as the primary site interface with architecture and engineering (A&E) firms, general contractors, specialty subcontractors, and equipment vendors; manage RFP/bid processes, contractor selection, and performance accountability throughout project execution
Navigate permitting and regulatory approval processes with local building authorities, fire marshals, air quality management districts (AQMD), and environmental agencies; maintain proactive relationships with permitting agencies to anticipate requirements and avoid schedule risk
Coordinate closely with Wafer Fab, Process Engineering, and EHS teams to ensure new facilities infrastructure meets cleanroom classification, utility specification, and safety requirements prior to qualification and tool bring-up
Maintain a long-range facilities roadmap aligned with manufacturing capacity plans, identifying infrastructure investments needed to support technology transitions, headcount growth, and new product introductions
Equipment Maintenance
Lead a maintenance organization responsible for preventive maintenance scheduling, tool calibration, and re-qualification across the fab equipment fleet
Manage critical spare parts inventory to minimize unplanned downtime
Track and report fab equipment OEE, driving improvement initiatives in collaboration with Wafer Fab and Process Engineering teams
Coordinate planned maintenance windows with production scheduling to minimize impact to 24/7 manufacturing operations
Qualifications
Bachelor's degree or higher in Engineering, Environmental Science, or a related technical discipline; advanced degree preferred
12+ years of experience in semiconductor manufacturing environments, with at least 5 years in a leadership role covering EHS and/or facilities
Deep familiarity with III-V compound semiconductor processes (GaAs, InP, GaN) and associated hazardous materials (arsine, phosphine, TMGa, etc.)
Demonstrated experience managing ISO-class cleanroom operations and achieving/maintaining ISO certification
Proven track record managing capital facilities projects in a semiconductor or high-tech manufacturing environment, including contractor oversight and permitting
Experience leading and developing multi-shift teams in a continuous 24/7 manufacturing or fab environment
Working knowledge of EPA, OSHA, AQMD, and local building and fire code regulations as they apply to semiconductor fabs
Experience with critical utility systems: DI water, CDA, specialty gas, HVAC, and electrical redundancy
Strong leadership and cross-functional communication skills; ability to operate effectively across engineering, operations, and executive stakeholders

A reasonable estimate of the pay range for this position is $126,000 - $165,000. There are several factors taken into consideration in determining base salary, including but not limited to: job-related qualifications, skills, education and experience, as well as job location and the value of other elements of an employee’s total compensation package.
